Feature Development Process
a. start with wish that you have funding for or wish to get funding for, e.g. Medication Administration Record
b. someone develops brief use case scenario
c. send out to BC user group mailing list
d. users discuss use case
e. review funding model (e.g. who is willing / interested to contribute) , users who pay will have higher priority re which feature aspect will be implemented
f. refinement of use case / scenario specification as appropriate and put it on plone site
g. return the specifications to the funding group and get approval of the use case scenario
h. developer works on the feature
h. feature is UATed by several users and refined by developer
i. testing and release
