Oscar is a web based service that runs on most client systems that supports web browsing, including smart phones.

The Oscar Server in turn that provides that service can run (and does run) on almost any operating system.  Be aware that most Oscar systems are installed on Ubuntu Linux which makes that combination the best documented and easiest to service.  There are a number of ways for you to install OSCAR:

1. Native Windows Installer (usually for demonstration) for Oscar 10.12 or newer
   
2. Ubuntu .deb package (for demonstration or production use) for Oscar 10.12 or newer on Ubuntu, Mint, Xubuntu and similar Debian Linux distributions
   
3. From the source code (for the cutting edge and development) any version and any operating system including Mac OS X, Suse Linux, Redhat Linux, FreeBSD, Solaris, and Windows.
   
4. Thanks to Terry Bordeleau you can install a somewhat older version of OSCAR configured for BC directly from CD (a joint Ubuntu Server 8.04 & Oscar 9.06 installation): iso image of the ubuntu-oscar install CD; Root password is "oscar"
